Short answer
Andorra is not on the list of countries where the European Health Insurance Card is accepted. Visitors from Spain, France and Portugal can bring an agreement form instead, and the CASS then pays for urgent care at its own rates. That form won't get you home and won't pay for a mountain rescue, where a twin-turbine helicopter has an official price of 6,394.38 euros an hour. Those two gaps are what a travel policy has to fill.

Andorra is a short drive from Barcelona and Toulouse, and plenty of people visit as if they had never left home. For healthcare, they have. What covers you if you fall ill or get injured depends on where you come from and which papers you carry. The CASS, Andorra's social security, handles emergencies for the three countries it has an agreement with. A rescue and the trip home are a matter for your own policy.
The EHIC doesn't work in Andorra
Andorra is not part of the European Union. The European Commission's questions and answers on the card list where it is accepted: the EU member states plus Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. Andorra is not there.
The same page makes a second point. The card "has nothing to do with repatriation", and it won't get you transported home free of charge, even inside the EU. If you travel with a UK GHIC, read the EHIC and GHIC in Andorra before you go.

Spain, France and Portugal: the agreement forms
The CASS has a bilateral agreement with each of these three countries, and each one uses its own form:
| Coming from | Bring this form |
|---|---|
| Spain | E/AND-11 |
| France | SE130-04 |
| Portugal | P/AND3 |
With the form, the CASS pays for what it calls care of immediate necessity, and its page lists four things: medical emergencies, oxygen therapy, haemodialysis and monitoring of Sintrom, an anticoagulant. It refunds at its own liability rates, not at whatever the hospital bills, so part of the invoice can still be yours to pay.
Turned up at A&E without the form? The CASS warns that the centre may charge you as a private patient. You can still ask your own social security for the form afterwards and hand it in to the CASS. For the refund you will need:
- Form CASS-0159 and your IBAN.
- The original agreement form.
- The original invoices, including the ambulance if there was one.
- A copy of the medical reports.
- The original prescriptions and pharmacy receipts.
Coming from anywhere else
The CASS page on these agreements names only Spain, France and Portugal. From any other country there is no form to bring, so expect to pay for treatment and claim the money back from your insurer. Before you leave, ask your health system or your insurer what they will pay for in Andorra.
Winter sports insurance and mountain rescue
Neither the EHIC nor an agreement form pays for a mountain rescue, and in Andorra the price of one is public. Decret 533/2023 sets 6,394.38 euros an hour for a twin-turbine helicopter and 3,436.43 euros for a single-turbine one, and the rates are updated every year in line with the CPI.
If you come to ski, snowboard or hike, look for winter sports cover that names each activity and includes search and rescue. When the Govern can send you the bill for a rescue, and what the insurance sold by the resorts leaves out, is explained in ski insurance and mountain rescue in Andorra.
What your travel policy should say
- Andorra in the territorial scope. It isn't in the EU, so check that it is named rather than assumed.
- Medical expenses in Andorra, with a sensible limit.
- Search and rescue, with a limit that would cover more than one hour of helicopter time.
- Repatriation all the way to your door.
- Each sport by name if you plan to ski, climb or hike.
- Off-piste skiing, if you do it.
- Personal liability, in case you injure someone on the slopes or on a bike.
- How claims are paid. If the insurer refunds you afterwards, travel with a card that has room on it.
Four cases
A ski weekend from Barcelona. The E/AND-11 covers the emergency. Getting off the mountain or back home needs something else: a travel policy that includes skiing, or the insurance sold with the ski pass.
Summer walking from France. The SE130-04 deals with the emergency. There is no ski pass in August, so a rescue would have to come under a travel policy that includes mountain activities.
A visitor from a country without an agreement. The CASS has no form for your case. Expect to pay for treatment and get the money back only through your insurer.
A resident going abroad. If you pay into the CASS, see the CASS explained for what it refunds outside the country, and check your own policy for rescue and repatriation.
Before you pack
- From Spain, France or Portugal, ask your social security for the agreement form and carry a printed copy.
- Open your travel policy and look for Andorra in the territorial scope.
- Compare the search and rescue limit with the rates in Decret 533/2023.
- Save your insurer's assistance number in your phone.
- If you are on regular medication, travel with the prescription and a medical report.
If something happens during your stay
- Get help straight away, from the emergency services or the ski patrol.
- Call your insurer before paying for anything major, if you can. Your policy may require approval before a transfer or a repatriation.
- Show the agreement form at the hospital or medical centre. If you left it at home, ask your social security for it later and hand it in to the CASS.
- Keep the originals of invoices, reports, prescriptions and receipts. The CASS asks for originals.
- Claim in order. The CASS first, with the form and the CASS-0159. Once it has paid, send your insurer the CASS settlement and whatever was left unpaid.
Frequently asked questions
Do I need travel insurance to visit Andorra?
Nobody asks for it at the border, and we have found no rule that requires it. The catch is that the EHIC isn't valid here: without an agreement form or a policy, you pay for any treatment yourself.
Does my EHIC work in Andorra?
No. Andorra is not on the European Commission's list of countries where the card is accepted.
I'm coming from Spain. What does the E/AND-11 cover?
What the CASS calls care of immediate necessity: emergencies, haemodialysis, oxygen therapy and Sintrom monitoring, refunded at CASS rates. Rescue and repatriation are not part of it.
I left my agreement form at home. What now?
The hospital may charge you as a private patient. You can still ask your social security for the form afterwards and hand it in to the CASS with your invoices.
Does an agreement form cover a ski accident?
It covers the emergency treatment at CASS rates. It does not pay for the rescue or for getting you home, which is what winter sports insurance is for.
How much does a helicopter rescue cost in Andorra?
Decret 533/2023 sets 6,394.38 € an hour for a twin-turbine helicopter and 3,436.43 € for a single-turbine one, updated every year in line with the CPI.
