Short answer
In Andorra the law requires insurance for cars and motorbikes (third-party liability of at least 50 million euros), e-scooters and other personal mobility vehicles, the CASS for anyone who works, liability for tenants and landlords, the building for communities of owners, hunting, dangerous dogs and some regulated professions. Health insurance is compulsory for passive residents and digital nomads. Life insurance is not compulsory, although a bank may ask for it with a mortgage.

Car and motorbike
The contract must last at least a year and cover 50,000,000 € per claim. Driving without insurance means the vehicle is immobilised (art. 98.6), and the ITV checks that the insurance is in force (art. 99.3). See car insurance in Andorra.
E-scooters
Since the Govern's regulation of November 2022, every user of a personal mobility vehicle must be able to show third-party liability insurance.
Your home
If you rent, you must keep a policy for damage you cause to the landlord or to others (Llei 15/2022, art. 26.7). A landlord needs one for damage the tenant or others may suffer (art. 25.5). In a block of flats, the community's budget has to include building insurance and third-party cover (Llei 12/2004, art. 14).
Hunting and dogs
Hunters need liability cover of 240,000 € (Llei 18/2024, art. 18.2, implemented by the hunting regulation of June 2025). Owners of dogs classed as dangerous need cover of at least 240,000 €.
Health for residents without work
Passive residents and digital nomads don't contribute to the CASS, so their permit depends on a private policy. See the passive residency health policy and the digital nomad permit.
What is not compulsory
Life insurance, ski insurance and a CASS top-up are voluntary. A bank may make life insurance a condition of a mortgage, but that is a contract term, not a law. Whatever you take out, check the company in the list of licensed insurers.
