The guide for newcomers to Andorra

Insurance in Andorra: what you need when you move here

Moving to Andorra from the UK, Spain or France? Here are the 23 insurers licensed by the AFA, the cover each residency permit asks for and how you join the CASS. An independent guide: we sell no insurance, and what the guides say can’t be bought. Answer 7 to 9 questions and we tell you what applies to you.

Which door are you coming through?

The cover Andorra asks for depends on how you move here. Pick your route to see what you pay or deposit, and which law says so.

Where you’re moving from

Andorra has social security agreements with Spain, France and Portugal only. That changes what covers you when you arrive and when you visit home.

Short answer

Seguros Andorra is an independent guide to insurance in Andorra. We explain what Andorran law makes compulsory, how the CASS (the public health and social security fund) refunds medical care, which policy each residency permit asks for and which companies the AFA, the financial regulator, has authorised. We are not a broker, an agent or an insurer: we don't sell policies or quote prices, and what the guides say can't be bought.

Health cover and the CASS

Healthcare in Andorra depends on one question: do you pay into the CASS? Employees and the self-employed do, and the CASS refunds part of each bill. People who live here without working, such as passive residents and digital nomads, don't, so they need private cover instead; for passive residency, a policy covering illness, incapacity and old age.

Residency permits that ask for a policy

The passive residency and the digital nomad permit both require private health insurance, and the Govern checks the certificate word by word.

Moving here

If you are relocating, start with the insurance checklist for moving to Andorra. It puts each policy in the order you will meet it, from the permit application to your first winter. The full list of what the law requires, with each law named, is in mandatory insurance in Andorra.

Checking an insurer

Policies for risks located in Andorra, other than life insurance, have to be taken out with an entity authorised in the country. The list of licensed insurers copies the AFA register in number order, with what each company may insure.

Who checks this guide

The pages are written and reviewed by the Seguros Andorra editorial team. Every figure, article and percentage comes from an official source that we link at the foot of the page: the CASS, the AFA, the Govern d'Andorra or the law itself on the Portal Jurídic d'Andorra. Each page shows the date it was last reviewed.

We are an information site. We are not registered as an insurance intermediary, we don't take commission on policies. The top three ranking spots are paid sponsorship. The order of the rest of the list isn't a score and can't be bought. If you tell us about your situation through the contact form, we will point you to the right guide.

Frequently asked questions

Do I need health insurance to live in Andorra?

It depends on your permit. If you work here, your CASS contributions are your public cover and a private policy is optional. If you apply for passive residency or the digital nomad permit, the Govern requires private health insurance for you and your dependants.

Is there free healthcare in Andorra?

Not in the sense of the NHS. Even if you contribute to the CASS, you usually pay the doctor and then get back a percentage of the CASS tariff: 75 % for a GP visit through your referring doctor.

Does my EHIC or GHIC work in Andorra?

No. Andorra is outside the EU and the EEA, and the UK government states that neither card is valid there. Travel with insurance that covers medical costs in Andorra.

Which insurance is compulsory in Andorra?

Liability cover for cars and motorbikes with Andorran plates, CASS contributions if you work, a policy if you rent a home, building insurance in shared buildings, and liability cover for e-scooters, hunting, potentially dangerous dogs and some professions.

How do I know if an insurer is allowed to operate in Andorra?

Look it up in the AFA register. On 15 October 2026 it listed 23 active insurers, each with its AFA number and the classes it may write.

How many insurance companies are licensed in Andorra?

23, as of 15 October 2026: 11 Andorran companies and 12 branches of foreign insurers, all listed in the AFA register. You will find them in the table above, in alphabetical order.

Do you sell insurance or compare prices?

No. Seguros Andorra explains the rules and links to the sources. We don't sell or promise prices, and the guides don't recommend companies.
